This is a Provider Selection Regime Wales (PSR Wales) Contract Notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. NWSSP Procurement Services (NWSSP) hosted by Velindre University NHS Trust in collaboration with the NHS Wales Joint Commissioning Committee (NWJCC) are seeking to undertake a procurement exercise to establish a National Collaborative Framework for the Provision of Services for Adult Mental Health Learning Disability / Child And Adolescent Mental Health Hospitals. The estimated annual value for the Framework Agreement is circa 1bGBP The framework will remain open to allow new applicants to apply to join on an annual basis. The framework will commence on the 1st April 2027 and be in place for a period of eight (8) years until the 31st March 2035. The contracting authority will be conducting the Procurement on behalf of NHS Wales Joint Commissioning Committee (NWJCC) who are hosted by Cwm Taf Morgannwg UHB and all NHS Wales Health Boards - Aneurin Bevan UHB, Betsi Cadwaladr UHB, Cardiff and Vale UHB, Cwm Taf Morgannwg UHB, Hywel Dda UHB, Powys Teaching Health Board and Swansea Bay UHB. The procurement process will be carried out in two (2) stages: Stage 1: Submission of the qualification and technical envelopes Stage 2: Submission of the commercial envelope Stage 1 is to be completed via PQQ_33887 by midday on the 21st September 2026. The pricing pack, in relation to the commercial response at Stage 2, will be issued via a separate ITT. Bidders will be made aware how to access Stage 2 on or around the 5th October 2026.
