You are invited to tender for the contract to clear waste illegally deposited on the Bolton House Road Site, Bickershaw, Wigan, WN2 4AB. It includes waste that has been deposited to the rear of the site on Diggle Flash (A nature reserve that is part of Bickershaw Country Park). The quantity of waste Wigan Council expects to be removed is estimated to be in the region of 18,000 tonnes. This is estimated following a LiDAR survey which calculated the volume of waste as 23,086 metres cubed. Additional information: Wigan Council is conducting this procurement on an accelerated timetable due to an urgent requirement brought about by circumstances both unforeseeable and unattributable to Wigan Council. The urgent need is to clear an illegal waste site that presents an unacceptable risk to public health, environmental harm and outbreak of fire. Please note that the site has previously caught fire thus there remains a serious fire risk. The procurement timeline is reduced to c.15 days thus still allowing for sufficient competition.

This is added value support and must complement the existing social enterprise support ecosystem and, therefore, must not duplicate services already available via other HIE Frameworks e.g. Board Healthcheck and Skills Training or other public sector/public sector supported organisations, e.g. Business Gateway, Just Enterprise, etc. It is expected that these services will be required from November 2026 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The 3 year budget currently available to deliver this service is between GBP 400,000 and GBP 450,000 (excluding VAT). The total estimated value of the framework for the full framework duration including the extension is GBP 600,000, which is the value stated in this notice.

Norfolk County Council (NCC) has a statutory duty to improve and protect the health and wellbeing of children and young people, with the Healthy Child Programme (HCP) contributing to the national framework that underpins these responsibilities. As a core component of the public health system, the HCP focuses on prevention and early intervention, supporting children and families from pregnancy through to adulthood. By offering help as early as possible, the programme aims to improve long-term health, wellbeing and developmental outcomes, reducing the likelihood of more complex needs arising later in childhood. To support the delivery of these services, NCC is undertaking a procurement exercise and is inviting suitably qualified and experienced applicants to submit offers. The procurement is being conducted under regulation 11 of the Provider Selection Regime (PSR) in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 (the Regulations). However, it includes a small element-specifically the digital health provision-which falls outside the scope of the PSR and is therefore classified as a mixed procurement. This Service is for the provision of an Intensive and Assertive Outreach (I&A) Service across Norfolk and Suffolk. The Service is designed to deliver intensive, proactive, and flexible community-based care for individuals with Serious Mental Illness (SMI) who present with elevated levels of complexity and risk and for whom engagement with traditional mental health services is a challenge. Delivery will be through a blended model between Norfolk and Suffolk NHS Foundation Trust (NSFT) as the Head Provider and Sub-Contractors (encouraging Voluntary, Community, Faith, and Social Enterprise (VCFSE) interest), ensuring a comprehensive offer that integrates clinical expertise with community-based engagement and recovery support. The Sub-Contractor will play a critical role in enabling engagement, promoting recovery, and addressing the wider determinants of health, working as a fully integrated partner alongside NSFT clinical teams. The Sub-Contractor(s) contribution is central to achieving the core ambition of the service: No individual is excluded from care due to disengagement, complexity, or social circumstances. The procurement will deliver an Adult Community Support Service across Learning Disability, Physical Disability and Mental Health client groups. Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service. The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. A PIN is currently live for the framework retender due to start in 2027.

For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework Agreement. This framework agreement aims to provide a variety of solutions to allow organisations to maximise the capacity of their radiology departments and significantly reduce the cost of outsourced radiology services by realising the full potential of the scanning resources within the department.
