The procurement will deliver an Adult Community Support Service across Learning Disability, Physical Disability and Mental Health client groups. Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service. The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. A PIN is currently live for the framework retender due to start in 2027.

Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document G), it is intended that the Contract will be extended on an annual basis by a maximum of three further years until 30th September 2033.

Aberdeen City Council has a requirement for the provision of a fully accessible dual sensory service across Aberdeen City for adults aged 16 and over. The duration of this contract is from 1st October 2021 to 30th September 2024, with two potential one-year extensions. The Service shall offer support to individuals who have a range of issues relating to sight and hearing impairment and it shall also extend to the families and/or carers of Supported People. The Service shall also seek to raise public awareness around issues relating to sensory loss, train and educate professionals, as well as influence planning decisions to improve accessibility. It is envisaged that the Service will provide varying levels of support, ranging from intensive support, for example, social work assessments, to low level, for example, newsletters. Interventions may be required at short notice and on an ad hoc basis therefore the service to people with a sensory loss needs to be responsive to need. The Service Provider will also maintain a register of visually impaired people on behalf of the Council.
