The Services Specification sets out the minimum required standards and reporting requirements that the appointed Agent shall meet during the contract period for Elm Park Leisure Centre. The specification details the minimum requirements that the Agent shall meet for the provision of the services and operation of the facilities specified within this Schedule throughout the contract period. This specification forms a Schedule of the Agency Agreement and shall be legally binding. Service Requirements The Agent must deliver all service requirements set out in this section, adapted to Elm Park Leisure Centre. This includes but is not limited to: Active Communities: Developing and delivering inclusive programmes for local residents, with emphasis on under-represented and inactive groups. Opening Hours & Accessibility: Maintaining agreed minimum opening hours and ensuring accessibility in line with the Equality Act 2010. Customer Experience: Ensuring a welcoming, safe, and inclusive environment supported by modern ICT systems, effective complaints handling, and consistently high customer service. Programming: Delivering a diverse programme of activities tailored to the needs of the Filton community, schools, and clubs. Pricing: Implementing a transparent, equitable pricing policy as determined by the Town Council that balances affordability with financial sustainability. Staffing & Skills Development: Ensuring appropriately trained and qualified staff are employed and retained, with a focus on safeguarding and inclusivity. Safeguarding & Equalities: Meeting all statutory duties and promoting equality of access to all residents. Cleaning, Housekeeping, Food & Beverage: Maintaining high standards of cleanliness and healthy, affordable catering. Marketing & Communication: Promoting leisure effectively across digital and community channels, ensuring accessibility of information. ICT & Data Management: Maintaining systems capable of capturing data, supporting OpenActive standards, and providing transparent reporting. The University of Edinburgh’s Accommodation, Catering and Events (ACE) is seeking contractors for cleaning services to a range of student accommodation. This will include full lease end cleans, with the main periods of peak being May through to September and also a flexible resource for weekly cleans, which are unable to be covered in house. There is also a requirement to support commercial cleaning, including hotels and quick turnaround cleans following overnight stays. The nature of the requirement can lead to extreme periods of peak and a need for flexibility in the pool of resources available across all areas. To support this and attract sufficient competition for all requirements, the University is proposing a lotted framework. Proposed lots are; Lot 1: Lease End Cleaning (Including Specialist Cleaning) – Covers all planned and reactive lease end cleans and allows for specialist cleaning (Including carpet and Upholstery) Maximum 8 suppliers . Lot 1 will require the cleaning of approximately 5817 rooms from June to September and 4698 in September only. Lot 2: Commercial Cleaning – Covers all commercial cleaning. Cleaning on this lot includes hotels and therefore has different requirements to Lots 1 and 3, including the standard. Maximum 3 suppliers. The number of rooms to be cleaned will depend on bookings received. Lot 3: DOMUS Cleaning*: This is a separate lot due to the 24-hour turnaround requirement and the need to service multiple properties across the city within the same day. The Trust is seeking a suitably experienced roofing contractor to undertake repair and refurbishment works to sections of the existing flat roof serving the A2 Main Building. The works comprise approximately 170m² of roof area, subject to contractor verification and remeasurement on site, including removal of vegetation and debris, preparation and localised repair of the existing roof/deck, and application of an Instaseal Ultra Low VOC roof coating system, including treatment of associated upstands to approximately 150mm and all necessary detailing to provide a complete watertight installation. The works shall also include localised remedial treatment to defective roof substrates; temporary removal and reinstatement of supports/access grilles associated with existing rooftop plant where required; cleaning and unblocking of roof drainage hoppers/outlets; temporary removal and reinstatement of lightning protection; repairs and repointing to parapet walls; redressing and making good existing lead flashings; and associated making good. Approximately 20m² of localised deck repair and 40 linear metres of parapet repairs are to be allowed for, with final quantities verified on site. The scope additionally includes renewal of the identified external roof access/fire escape door with a new one-hour fire-resistant timber doorset, including associated ironmongery, lockset and weather protection, together with preparation and redecoration of existing metal railings and temporary safety provisions where railings require removal to facilitate the works. Access to the roof is anticipated via the existing external fire escape identified within the tender information. The contractor shall undertake all necessary surveys, verify dimensions and existing conditions prior to commencement, and provide all access, temporary works, protection, health and safety measures and infection-control precautions required for working within an operational NHS environment. The works are to comply with current Building Regulations, applicable NHS HTM guidance and Trust requirements. The Contract will involve gutter cleaning maintenance, roof inspection services and roof safety system testing and inspection services throughout Barrhead, Neilston, Thornliebank and Newton Mearns, East Renfrewshire. The Contract will principally include; Gutter cleaning maintenance; Roof inspection services and a comprehensive report prepared by the Contractor for each property; Roof safety system testing, inspections and certification to each applicable property. The Contract may also include cleaning of roof skews, valleys and flashings, and also remedial, minor repair works to the existing roof finishes, drainage and disposal systems, stonework and chimneys, roof services and roof safety systems resulting from the Contractor’s roof inspection and report to each property. The commencement date for the Measured Term Contract is currently estimated to be 1st October 2026 and the completion date is 30th September 2030. Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document G), it is intended that the Contract will be extended on an annual basis by a maximum of three further years until 30th September 2033.
