LHC Procurement Group for the Scottish Procurement Alliance (SPA) · Scotland

LHC Procurement Group Limited (LHCPG) is procuring the Refurbishment and Modernisation Scotland Framework Agreement (RM4S) on behalf of the Scottish Procurement Alliance (SPA). LHCPG is acting as the Contracting Authority and central purchasing body for this procurement. The Framework is being procured solely for use in Scotland and will provide eligible public sector organisations with a compliant and flexible route for the delivery of refurbishment, improvement, repair, maintenance and modernisation works, goods and associated services across residential and non-residential buildings. The procurement is being conducted using the Open Procedure in accordance with the Procurement Act 2023 and the Procurement Regulations 2024. When awarding Call-Off Contracts, eligible Clients and Partners must also comply with the Framework Agreement, the applicable Call-Off procedure and any other procurement legislation applicable to them. RM4S builds upon the existing Refurbishment and Modernisation Framework and has been developed following market engagement with suppliers and public sector organisations. Feedback received through that engagement has informed the scope, Workstreams, Lot structure, value bands and regional arrangements. The Framework comprises the following Workstreams and Lots: Painting and Decorating Electrical Works, from zero to 500k Electrical Works, 500k and above Kitchens and Bathrooms, from zero to 500k Kitchens and Bathrooms, 500k to 2m Kitchens and Bathrooms, 2m and above Aids and Adaptations Damp and Mould Remediation Environmental and External Works, External Works Environmental and External Works, Grounds Maintenance Stoneworks Reactive Repairs and Maintenance Multi-Disciplinary Works, from zero to 750k Multi-Disciplinary Works, 750k to 2.5m Multi-Disciplinary Works, 2.5m and above Kitchens (Supply only) The scope may include planned and reactive maintenance, refurbishment and improvement programmes, component replacement, compliance-led works, accessibility adaptations, environmental and external works, property modernisation and wider asset management and investment programmes. Each Lot is divided into five regional areas covering North Eastern Scotland, Highlands and Islands, Eastern Scotland, West Central Scotland and Southern Scotland. Bidders may apply for one or more Lots and regional areas in accordance with the Procurement Documents. Subject to there being sufficient Qualifying Bidders, LHCPG will appoint no more than 10 Appointed Companies for each Lot and regional area. Where a Micro and Small Enterprise Reserved Allocation applies, it forms part of, and is not additional to, the maximum of 10 appointments. The Framework will not operate a reserve list and no additional or replacement Bidders may be appointed during the Framework Term. The Framework is structured to support participation from organisations of different sizes and capabilities through its Workstreams, value bands, regional areas and applicable Micro and Small Enterprise Reserved Allocations. All Bidders will remain subject to the same published qualification, compliance, quality, evaluation and appointment requirements. RM4S is intended to support the delivery of high-quality and compliant solutions, sustainable supply chains, environmental improvement, social value, community benefits, Fair Work and proportionate innovation. Scottish Water · Scotland

Scottish Water is seeking to establish a multi-supplier Framework Agreement for the provision of Motor Control Centres (MCCs), Instrumentation, Control and Automation (ICA), Systems Integration (SI) and ICA maintenance and support services. The Framework will provide a flexible, scalable and resilient route to market for electrical, control, automation and Operational Technology (OT) requirements across Scottish Water's water and wastewater assets, supporting capital delivery, asset renewal and operational requirements.<br/><br/>The Framework will be divided into three Lots, with multiple suppliers appointed to each Lot: Lot 1 – Integrated MCC, ICA and Systems Integration; Lot 2 – Systems Integration and Automation Services; and Lot 3 – ICA Maintenance, Minor Works and Support. Suppliers may apply for one, several or all Lots. Depending on the nature, value, complexity and risk of each requirement, call-offs may be for fully integrated end-to-end solutions, standalone equipment supply or discrete specialist services. The Framework will be available for use by Scottish Water and its appointed Delivery Vehicles. <br/><br/>Call-off contracts may be awarded by direct award or by mini-competition between the suppliers appointed to the relevant Lot(s), in accordance with the Framework Agreement. Scottish Water gives no guarantee of the volume or value of work to be called off under the Framework or any Lot. The estimated value stated in the Contract Notice is the maximum anticipated value over the full Framework term and is indicative only.<br/><br/>The Framework will be based on NEC4 terms. Call-off contracts may be placed under the NEC4 Professional Service Short Contract, the NEC4 Engineering and Construction Short Contract or Scottish Water Purchase Order Conditions, as appropriate to the requirement and Lot being engaged.<br/><br/>Suppliers must maintain all relevant certifications, standards and regulatory compliance throughout the Framework term. MCC assemblies must comply with the current edition of the BS EN IEC 61439 series, including Parts 1 and 2. As a designated Operator of Essential Services, Scottish Water will require suppliers to support its obligations under the Network and Information Systems (NIS) Regulations, including secure-by-design engineering, OT cyber security controls, vulnerability management, personnel assurance and cyber assurance activities. Suppliers must be able to work safely within live operational environments forming part of Critical National Infrastructure, and bidders will be assessed on their capability to undertake the relevant CDM duty holder role(s) for each Lot.<br/><br/>Scottish Water is seeking suppliers who will work collaboratively as long-term delivery partners, including early engagement in project development, design and buildability reviews, accurate lead time and pipeline information, and support for standardisation, innovation, whole-life value and carbon reduction. Performance will be managed through key performance indicators, regular reporting and continuous improvement.<br/><br/>It is estimated the Framework Agreement will start in April 2027 and run for an initial term of 6 years. Scottish Water may extend it by up to 3 further periods of 2 years each. The maximum duration, including all extensions, is 12 years, ending March 2039. Scottish Water may use each extension at its discretion, depending on supplier performance, continued value for money and business needs.

University of Dundee · Scotland

The University Estates and Campus Services Department will have several construction and projects to advance over the next five years which will require the selective input of external consultants, including M&E (Mechanical and Electrical) Design Services. The scope, standards, and expectations for the provision of M&E design works and associated services are to support the delivery of capital, refurbishment, and maintenance projects within Estates for the University of Dundee. The appointed M&E design consultant shall provide comprehensive design and specification information suitable for issue as part of tender documents, and support the project throughout the RIBA work stages 0 – 7 (project initiation – to completion) while ensuring construction projects deliver value for money, comply with statutory and procurement requirements, and support the University’s strategic estates objectives.

Loreburn Housing Association · Scotland

The kitchen upgrades comprise the replacement of existing kitchens, the supply and installation of wall cabinets and base units, laminate worktops with mitred joints, sinks with single level mixer taps and relevant waste fittings. The works will also comprise wall boarding above worktops and to the underside of wall cabinets, all as detailed within the Employers Requirements. The bathroom upgrades comprise the replacement of existing bathroom /wet floor room installations, the supply and installation of new shower screens, electrical showers, extractor fans, IP rated LED light fitting and all associated multi-trades works. The works will also comprise wet wall board finishes all as detailed within the Employers Requirements.

ScotRail Trains Limited · Scotland

ScotRail have a requirement for a bespoke electrical traction motor service for the Class 318 and 320 Fleets. This shall include provision of observation regime and proactive maintenance, carry out in situ repairs, commutator resurfacing (where deemed applicable) at Shields Depot, 35 St Andrews Drive, Glasgow G41 5SD, to allow the rail vehicles 318s and 320s to go back into traffic.

Shetland Islands Council (Utilities) · Scotland

The scope of the procurement is the provision of Marine Electrical and Mechanical Services at Sullom Voe Terminal, Shetland including the crude oil loading jetties, and across the Council’s ports, harbours, ferry terminals, vessels and marine infrastructure. The successful Contractor must be capable of operating within high-hazard operational environments and complying with site-specific control measures, including permit-to-work and access control systems. A 24-hour, 365-day emergency call-out service is an essential requirement.
