Manchester City Council is seeking a lead provider to deliver this programme from April 2027 to March 2029. The programme aims to reduce the barriers to employment faced by Manchester's residents and to support those struggling to stay in work, using a holistic, partnership-led approach. The primary outcome is for participants to move into work or sustain employment. The programme aims to: • Reduce the barriers to employment for Manchester residents. • Engage and support people who are not in employment to participate in the labour market. • Support people in work, at risk of falling out of work due to health conditions or disabilities, to remain in employment. • Engage employers to provide meaningful work opportunities. • Deliver a coherent, joined-up local work, health and skills offer. The Service to be provided by the Provider is the provision of a Housing Support Service, primarily for single people or childless couples who are homeless and may have complex needs, residing in supported, interim accommodation. The Provider will also provide or make partnering arrangements with another organisation to provide a Housing Management Service for the accommodation at specific Premises and where applicable will enter into such associated lease arrangements with the owner landlord of the Premises as may be necessary for this purpose. The Housing Management Service does not form part of this Contract but is required to be delivered in conjunction with the Service. Tenderers can determine whether they will provide this service, or whether they will contract with another organisation to provide this service. How this related Housing Management Service is provided will directly impact upon Council budgets for the provision of homeless services and the amount of government funding available to support these services. The Council looks to maximise the monies available to better assist more Service Users. The specific Premises to support the Housing Support Service must be Specified Accommodation as defined by Law. The manner in which the Provider makes formal arrangements for the lease of the Premises will directly impact upon the Council and may result in higher costs to the Council. In respect of any subsidy shortfall however, while the Council cannot mandate how a Provider arranges their commercial business, the Council seeks to maximise the funds available to it to provide appropriate services and to allow maximum recovery, by the Council from the UK Government, of Housing Benefit paid for Service Users assessed as needing Housing Support Services. To assist the Council to maximise recovery of funds Tenderers would require to arrange that they are either (1) a Housing Association, a relevant body in accordance with Regulation 75H of the Housing Benefit Regulations 2006 as amended and enter into the occupancy arrangement (lease between themselves and the Service Users) or alternatively (2) contract with a third party who is a Housing Association and they would enter into lease arrangements with the Service Users and make separate contractual arrangements directly with the Tenderer. Tenderers should be aware that Charities are also relevant bodies for the purpose of the Housing Benefit Regulations 2006, however arrangements made with a Charity would require to be referred to the Rent Officer who would set the amount recoverable, whereas Housing Association arrangements are not subject to this form of review which allows for greater recovery by the Council.

The survey programme forms part of LHA’s rolling stock condition survey strategy, with the objective of surveying approximately 25% of stock annually over a four-year cycle. The contract will initially be awarded for a two-year period, with extension options of up to two further 12-month periods. Any extension will depend on successful delivery of the initial contract period, ongoing assessment of the contractor’s performance against the published KPIs within the Invitation to Tender document, and Loreburn Housing Association’s sole discretion.

The procurement will deliver an Adult Community Support Service across Learning Disability, Physical Disability and Mental Health client groups. Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire Health and Social Care Partnership as requiring a service. The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. A PIN is currently live for the framework retender due to start in 2027.

The Contract will involve gutter cleaning maintenance, roof inspection services and roof safety system testing and inspection services throughout Barrhead, Neilston, Thornliebank and Newton Mearns, East Renfrewshire. The Contract will principally include; Gutter cleaning maintenance; Roof inspection services and a comprehensive report prepared by the Contractor for each property; Roof safety system testing, inspections and certification to each applicable property. The Contract may also include cleaning of roof skews, valleys and flashings, and also remedial, minor repair works to the existing roof finishes, drainage and disposal systems, stonework and chimneys, roof services and roof safety systems resulting from the Contractor’s roof inspection and report to each property. The commencement date for the Measured Term Contract is currently estimated to be 1st October 2026 and the completion date is 30th September 2030. Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document G), it is intended that the Contract will be extended on an annual basis by a maximum of three further years until 30th September 2033.
