Scottish Water · Scotland

Scottish Water is seeking to establish a multi-supplier Framework Agreement for the provision of Motor Control Centres (MCCs), Instrumentation, Control and Automation (ICA), Systems Integration (SI) and ICA maintenance and support services. The Framework will provide a flexible, scalable and resilient route to market for electrical, control, automation and Operational Technology (OT) requirements across Scottish Water's water and wastewater assets, supporting capital delivery, asset renewal and operational requirements.<br/><br/>The Framework will be divided into three Lots, with multiple suppliers appointed to each Lot: Lot 1 – Integrated MCC, ICA and Systems Integration; Lot 2 – Systems Integration and Automation Services; and Lot 3 – ICA Maintenance, Minor Works and Support. Suppliers may apply for one, several or all Lots. Depending on the nature, value, complexity and risk of each requirement, call-offs may be for fully integrated end-to-end solutions, standalone equipment supply or discrete specialist services. The Framework will be available for use by Scottish Water and its appointed Delivery Vehicles. <br/><br/>Call-off contracts may be awarded by direct award or by mini-competition between the suppliers appointed to the relevant Lot(s), in accordance with the Framework Agreement. Scottish Water gives no guarantee of the volume or value of work to be called off under the Framework or any Lot. The estimated value stated in the Contract Notice is the maximum anticipated value over the full Framework term and is indicative only.<br/><br/>The Framework will be based on NEC4 terms. Call-off contracts may be placed under the NEC4 Professional Service Short Contract, the NEC4 Engineering and Construction Short Contract or Scottish Water Purchase Order Conditions, as appropriate to the requirement and Lot being engaged.<br/><br/>Suppliers must maintain all relevant certifications, standards and regulatory compliance throughout the Framework term. MCC assemblies must comply with the current edition of the BS EN IEC 61439 series, including Parts 1 and 2. As a designated Operator of Essential Services, Scottish Water will require suppliers to support its obligations under the Network and Information Systems (NIS) Regulations, including secure-by-design engineering, OT cyber security controls, vulnerability management, personnel assurance and cyber assurance activities. Suppliers must be able to work safely within live operational environments forming part of Critical National Infrastructure, and bidders will be assessed on their capability to undertake the relevant CDM duty holder role(s) for each Lot.<br/><br/>Scottish Water is seeking suppliers who will work collaboratively as long-term delivery partners, including early engagement in project development, design and buildability reviews, accurate lead time and pipeline information, and support for standardisation, innovation, whole-life value and carbon reduction. Performance will be managed through key performance indicators, regular reporting and continuous improvement.<br/><br/>It is estimated the Framework Agreement will start in April 2027 and run for an initial term of 6 years. Scottish Water may extend it by up to 3 further periods of 2 years each. The maximum duration, including all extensions, is 12 years, ending March 2039. Scottish Water may use each extension at its discretion, depending on supplier performance, continued value for money and business needs.

Scottish Prison Service · Scotland

The SPS has a number of facilities containing buildings and equipment which are required to be inspected, serviced and maintained. This work is carried out by the Estates and Technical Services Directorate managed by SPS Headquarters (HQ). SPS currently operates 14 publicly managed prisons, two Community Custody Units (CCUs), its HQ, the SPS College, and a Central Stores facility, all situated across Scotland. This framework shall provide SPS with the capability to employ suitably qualified and experienced temporary staff, covering a range of skill sets required in maintenance services. These staff shall have the relevant disclosure/security clearances (e.g. Level 1 Disclosure Scotland as standard). The supplier shall be able to provide temporary staff to the SPS sites across Scotland and the level of service shall be consistent.

Renfrewshire Council · Scotland

Renfrewshire Council has an existing Flexible Framework ("framework") for the provision of Care at Home and Housing Support Services under the direction of Renfrewshire Health and Social Care Partnership (RHSCP). The framework allows RHSCP to purchase services to support (predominantly older) people to live independently in their own homes for as long as possible with the care and support they need being tailored to them, provided in a tailored and responsive manner. There may also be the occasional requirement for a Renfrewshire Council Children’s Services to arrange support services for a child. The Service is delivered 24 hours per day, 52 weeks per year including public holidays. The size of each individual package of care varies and is dependent on the individual’s assessed needs and outcomes. As the services provided by this framework fall within the ‘Social and Other Specific Services’ category, and it is subject to the procurement regimes set out in section 7, Social and Other Specific Services, both of the Public Contracts (Scotland) Regulations 2015, a flexible approach was designed which allows “new entrants” to apply to be on the framework throughout the duration, as and when determined by RHSCP. RHSCP now wish to reopen the framework to new entrants, to ensure capacity to deliver services across Renfrewshire. The process followed will be the same process used to appoint the original providers. Any tenderer bidding for appointment to the framework will be required to satisfy the same minimum criteria as those awarded a place under the original tender process. TENDERERS MUST MEET THE MINIMUM CRITERIA, OTHERWISE THEIR SUBMISSION WILL BE EXCLUDED FROM EVALUATION AND THEY WILL NOT BE APPOINTED TO THE FLEXIBLE FRAMEWORK. Any Tenderer who does not meet the minimum requirements will not be eligible for appointment to the Flexible Framework but may participate in any future reopening of the Flexible Framework when these requirements have been met.

Digital Care Hub is seeking an independent evaluation partner to assess the delivery, impact, sustainability and value for money of the Better Security, Better Care (BSBC) programme. Funded by the Department of Health and Social Care, BSBC supports approximately 28,000 CQC-registered adult social care locations in England to improve cyber security, data protection and information governance, including compliance with the Data Security and Protection Toolkit (DSPT). Delivery is led nationally by Digital Care Hub through more than 30 Local Support Organisations, combining central leadership, guidance, training, communications, data analysis and performance management with trusted local support. The supplier will design and deliver a proportionate mixed-method evaluation covering programme governance and delivery, stakeholder engagement, partner effectiveness, reach, changes in awareness and behaviour, adoption of good practice, DSPT outcomes, organisational resilience, wider benefits, cost effectiveness, return on investment and social and economic value. The work should identify lessons, good practice and evidence-based recommendations while providing ongoing insight to support continuous improvement. Key deliverables are an evaluation framework and inception report within three months; ongoing data collection, analysis and stakeholder engagement; monthly progress meetings; an interim report by September 2027; and a final evaluation report, shorter executive report, presentation and dissemination-ready outputs by October 2028. Close-down and dissemination support will continue to March 2029. The proposed contract runs from October 2026 to March 2029, with a maximum budget of £125,000 inclusive of VAT. Bidders must demonstrate strong experience in programme and economic evaluation, publicly funded programmes, mixed-method research, stakeholder engagement and report writing. Knowledge of adult social care, health and care systems, cyber security, digital transformation or information governance is required. Tender responses must include organisation and personnel details, methodology, data collection and analysis plans, delivery timetable, resourcing, quality assurance, risk management, up to three relevant examples, a full pricing schedule, assumptions and proposed social value. Evaluation weightings are: understanding 15%, methodology 35%, experience 20%, project management 10%, social value 10% and price 10%. The supplier must comply with UK GDPR, the Data Protection Act 2018, confidentiality, insurance, procurement, equality and safeguarding requirements.
