RSI services aim to prevent rough sleeping where possible and where not possible to ensure it is rare, brief and non-recurring. RSI Outreach workers take the lead in identifying and engaging individuals who are rough sleeping across the borough and supporting them into suitable accommodation pathways. The RSI Navigator support is key to tenancy sustainment for a cohort of identified entrenched rough sleepers. Commission an RSI Navigator service using grant monies awarded to the council. The most recent grant award of RSI Navigator funding is made by GMCA and runs from 1st April 2026 to 31st March 2029. The RSI Navigator service ensures that we are working towards ending rough sleeping within the borough and is based on assisting with the delivery of the three principles identified in the Oldham Rough Sleeping Plan; 1. Prevention - Stopping people sleeping rough for the first time. 2. Intervention - Support to those currently sleeping rough to move off the streets. 3. Recovery - Support to those who have slept rough to ensure they don't return to the streets The appointed RSI Navigator provider is tasked with sourcing accommodation and building effective networks of support for rough sleepers in the borough. The RSI Navigator provider is key to tenancy sustainment for the cohort of identified entrenched rough sleepers. The ongoing support provided by the RSI Navigator provider continues with service users through their journey in temporary accommodation schemes such as A Bed Every Night (ABEN) and stays with them when they are housed in an independent tenancy, in either the social or private sector.

Asset list and installation requirements: 9 x Crossroads using 6mm catenary wire attached with specially designed anchor plates, to be tested yearly by a CFA registered company, installed to above regulation height of 5.6m. Made up of 5 x Crossroad displays 5m x 1.2m and 4 x Crossroad displays 8m x 1.2m. 9 x feature trees to have 30 x 10m sets of warm white / white twinkle 24v SELV with 100 LED lights per set, to be installed along the branches (these are not to be wrapped around branches) using specially designed expandable rubber band straps. 1 Christmas Tree to be decorated using 30 x 10m sets of warm white 24v SELV with 100 LED lights per set, a mix of colour, shape and sized metal stags, including matching baubles and metal plates for fencing. 36 x Column wraps using 2 x 10m sets 240v, 100 LED lights per set installed above regulation height of 2.5m. 70 x metal stag heads to be installed at a set height throughout the town to each lit column. Set pieces: 2 x set pieces to be 24v Selv fed from above regulation height of 2.5m by 230v supply (only SELV cable below 2.5m), these set pieces need to be anchor bolted to floor and to be tested yearly by a CFA registered company using specialist testing equipment. Contractor should be familiar with applying for Licenses with County Authorities and have all the necessary paperwork for Insurances, RAMS, etc. The contract will be for a 3-year term to commence on 1st August 2027. Evidence of suitable, secure storage of the Festive Lights required. Contractors to provide a 24 hour call out service. Attendance on the scene within 4 hours for any emergencies. North Cumbria Integrated Care NHS Foundation Trust is seeking to appoint a Neutral Vendor to provide a fully managed service for the supply of Clinical Workforce (Agency provision) across its sites.<br/>The appointed Neutral Vendor will be responsible for the sourcing, and fulfilment of temporary agency clinical staffing requirements, acting as an intermediary between the Trust and a diverse range of approved staffing agencies, including as a facilitator for a system to manage agencies. The service will support the Trust in maintaining safe staffing levels, ensuring continuity of care, and delivering value for money.<br/>The Supplier will not source Flexible Workers but will provide the software to assist with the booking of the Trust's Flexible Workers, processing of timesheets and payment through the Supplier’s portal.<br/><br/>The Supplier shall provide an electronic booking system which will be available 24 hours/day, 365 days per year, from the commencement of the Contract. The supplier’s systems must include an auditable rostering software system able to accommodate, roster and manage multiple staff groups and activity, which is interoperable with other systems within the Trust.<br/>This solution must maintain a complete audit trail of system access, bookings, amendments, approvals, timesheet submissions and payment activities.<br/>The Supplier shall offer a Direct Engagement service that offers the Contracting Authority specified VAT and process efficiencies to on-board, process and off board all applicable Temporary Worker in alignment to legislation and HR policies.<br/><br/>The scope of services includes, but is not limited to:<br/>Provision of temporary clinical staff across a range of disciplines and grades.<br/>Management of a compliant and high-quality agency supply chain.<br/>Implementation of robust governance, assurance, and framework compliance measures (e.g. monitoring of agency compliance, right to work, mandatory training, IR35 compliance and professional registration).<br/>Delivery of real-time workforce management, booking, and reporting systems.<br/>The Provider should provide a system that ensures software functionality, a system portal for bookings, provision of direct and non-direct engagement staff costing data.<br/>The Software must have Electronic Communication Functionality with other Software within the Trust.<br/>The supplier’s systems must include an auditable rostering software system able to accommodate, roster and manage multiple staff groups and activity, which is interoperable with other systems within the Trust.<br/>The Supplier shall offer a Direct Engagement service that offers the Contracting Authority specified VAT and process efficiencies to on-board, process and off board all applicable Temporary Worker in alignment to legislation and HR policies.<br/><br/>The Neutral Vendor will be expected to work collaboratively with the Trust to:<br/>Ensure compliance with NHS workforce regulations<br/>Establish a scalable and resilient workforce supply model that supports current and future business requirements across all Contracting Authority locations.<br/>Ensure timely fulfilment of workforce requirements through agreed service level agreements (SLAs) and key performance indicators (KPIs).<br/>Maintain full compliance with employment legislation, right-to-work requirements, agency worker regulations, and relevant industry standards.<br/>Provide IR35 guidance for Temporary and Flexible Workers to the Trust.<br/>Ensure timely payment of both agency and bank workers.<br/>Maintain current 80% of direct engagement or increase utilisation to 90%.<br/>Ensure Supplier systems are interoperable with the current systems within the Trust.<br/>The service will operate across all NCIC sites, with flexibility to accommodate future service changes, expansion, or rationalisation in line with organisational and system-wide requirements.

Spend is estimated on current supply and Manchester Central are unable to guarantee such levels of purchasing. The age criteria cover 0 years to 18 years and 364 days - up to a child's 19th birthday or 24 years and 364 days up to a child's 25th birthday. This is the national delivery model by which public health nursing services are provided.
