The University of Edinburgh’s Accommodation, Catering and Events (ACE) is seeking contractors for cleaning services to a range of student accommodation. This will include full lease end cleans, with the main periods of peak being May through to September and also a flexible resource for weekly cleans, which are unable to be covered in house. There is also a requirement to support commercial cleaning, including hotels and quick turnaround cleans following overnight stays. The nature of the requirement can lead to extreme periods of peak and a need for flexibility in the pool of resources available across all areas. To support this and attract sufficient competition for all requirements, the University is proposing a lotted framework. Proposed lots are; Lot 1: Lease End Cleaning (Including Specialist Cleaning) – Covers all planned and reactive lease end cleans and allows for specialist cleaning (Including carpet and Upholstery) Maximum 8 suppliers . Lot 1 will require the cleaning of approximately 5817 rooms from June to September and 4698 in September only. Lot 2: Commercial Cleaning – Covers all commercial cleaning. Cleaning on this lot includes hotels and therefore has different requirements to Lots 1 and 3, including the standard. Maximum 3 suppliers. The number of rooms to be cleaned will depend on bookings received. Lot 3: DOMUS Cleaning*: This is a separate lot due to the 24-hour turnaround requirement and the need to service multiple properties across the city within the same day. Properties are typically tenement-style flats (1–7 bedrooms) with a kitchen and shared bathroom(s). Access may involve multiple stair flights, with flats located from ground to fourth floor, and parking is often limited.2 suppliers. Lot 3 will require 885 rooms to be cleaned between May and September (based on 65% occupancy level)

Glasgow City Council (GCC) is initiating a landmark architectural design contest to redevelop two prominent gap sites at Albert Cross, situated within the historic East Pollokshields Conservation Area. These sites were formerly occupied by B-listed tenement blocks, which were tragically lost to fires in 2019 and 2020. The Design Contest is a call for architects to submit design proposals for both sites as part shared vision for the cross. The contest will be run as a 2 stage process, commencing with the submission of an initial diagrammatic conceptual design which will be judged anonymously by the judging panel. From this a shortlist of 3 entrants will be invited to develop their ideas further to the Stage 2 submission with Cost Plan and named design team, from which an outright winner will then be selected. The depth and complexity of the Stage 2 submission information included should be in line with RIBA Plan of Work 2020 for an “early” Stage 3: Spatial Coordination (or for an “advanced” Stage 2: Concept Design) It is envisaged that, subject to approvals and acquisition of the sites, the winner may be awarded a Design Services Contract to further their design proposal into a full planning application for one or both sites, at Council’s sole discretion. More detailed information is contained within the Albert Cross Design Contest Brief which will be available on the Public Contract Scotland Tendering Portal. It is our intention to publish all documents relating to the Design Contest on Public Contract Scotland Tendering on Friday 21 August 2026. The Council will reserve the right to award a Design Services Contract under Regulation 33(6) of The Public Contracts (Scotland) Regulations 2015.

The Service to be provided by the Provider is the provision of a Housing Support Service, primarily for single people or childless couples who are homeless and may have complex needs, residing in supported, interim accommodation. The Provider will also provide or make partnering arrangements with another organisation to provide a Housing Management Service for the accommodation at specific Premises and where applicable will enter into such associated lease arrangements with the owner landlord of the Premises as may be necessary for this purpose. The Housing Management Service does not form part of this Contract but is required to be delivered in conjunction with the Service. Tenderers can determine whether they will provide this service, or whether they will contract with another organisation to provide this service. How this related Housing Management Service is provided will directly impact upon Council budgets for the provision of homeless services and the amount of government funding available to support these services. The Council looks to maximise the monies available to better assist more Service Users. The specific Premises to support the Housing Support Service must be Specified Accommodation as defined by Law. The manner in which the Provider makes formal arrangements for the lease of the Premises will directly impact upon the Council and may result in higher costs to the Council. In respect of any subsidy shortfall however, while the Council cannot mandate how a Provider arranges their commercial business, the Council seeks to maximise the funds available to it to provide appropriate services and to allow maximum recovery, by the Council from the UK Government, of Housing Benefit paid for Service Users assessed as needing Housing Support Services. To assist the Council to maximise recovery of funds Tenderers would require to arrange that they are either (1) a Housing Association, a relevant body in accordance with Regulation 75H of the Housing Benefit Regulations 2006 as amended and enter into the occupancy arrangement (lease between themselves and the Service Users) or alternatively (2) contract with a third party who is a Housing Association and they would enter into lease arrangements with the Service Users and make separate contractual arrangements directly with the Tenderer. Tenderers should be aware that Charities are also relevant bodies for the purpose of the Housing Benefit Regulations 2006, however arrangements made with a Charity would require to be referred to the Rent Officer who would set the amount recoverable, whereas Housing Association arrangements are not subject to this form of review which allows for greater recovery by the Council.

The purchase is essential to ensuring the safety, reliability and operational readiness of SFRS’s fleet of approximately 1,600 emergency and support vehicles, which include fire appliances, rapid response units, platforms, and specialist rescue vehicles. The requirement is highly critical, as improper maintenance or calibration of workshop equipment directly affects SFRS’s ability to service front line vehicles and therefore impacts emergency service delivery.
